Panama Canal Company/Canal Zone Government


For most of its history the Governor of the Canal Zone was a Major General from the US Army Corps of Engineers.  During a governor's tenure in the Canal Zone he wore civilian clothes and was not in the normal military chain of command.  From this chart you can see that both the Secretary of the Army and the Governor of the Canal Zone played dual roles.  On the Canal Zone Government side the chain of command was from the President of the United States, to the Secretary of the Army, and then Governor of the Canal Zone.  On the Panama Canal Company side, the Secretary of the Army was the only shareholder of the Panama Canal Company.  The Governor then put on a different hat and performed his duties as President of the Panama Canal Company.
